  1. Step 1 of 9 · Centerline

It starts with an accurate centerline

Your pipeline centerline is imported with its attributes intact and projected correctly, so every decision downstream rests on accurate geometry.

  2. Step 2 of 9 · Corridors

    Corridors built for each audience

Once the centerline is final, we buffer it into stakeholder-specific corridors that reflect your plan and each audience it must reach.

  3. Step 3 of 9 · Parcels

    Nationwide parcel data, already in-house

Enertech hosts a nationwide parcel dataset, so coverage along your corridor is comprehensive and doesn't depend upon an address point to fall within the corridor.

  4. Step 4 of 9 · Affected properties

Addresses outside the corridor still count

When a parcel intersects the corridor, but its street address doesn't, the property is affected and included.

  5. Step 5 of 9 · Schools

    Schools, by campus boundary

A school is included when any part of its campus boundary falls in the corridor, even if the address is outside of the corridor.

  6. Step 6 of 9 · Landowners

    Vacant land has owners too

Vacant land along the corridor is identified, and its owners are notified as landowners.

  7. Step 7 of 9 · Businesses

    Physical address and mailing address

We use each business's physical address to confirm its geographic location and its mailing address to deliver the mailer.

  8. Step 8 of 9 · Residences

Every residence, down to the unit

Single-family homes, multi-family buildings, apartments, condos, and mobile home parks are all identified, unit by unit.

  9. Step 9 of 9 · The list

    Every stakeholder, accounted for

The result is a defensible stakeholder list: every address traces back to a parcel, a corridor, and a documented rule.

03 Design & Translation

Materials people actually read

We design clear public awareness materials and translate them into the languages your stakeholders speak.

  • Design

Brochures, postcards, and letters with the right message for each audience, laid out to be read, not skimmed past.

  • Translation

Content translated into multiple languages so every community along your line can understand it.

04 Printing & Mailing

Quality you can trust, from press to mailbox

Our network of North American printing and mailing partners delivers consistent quality at every stage. Each project goes through a rigorous quality control process that includes proofreading, digital and hard copy proofs, press checks, and insertion and inkjet press checks, so every piece meets your standards before it reaches the mailbox.

05 Effectiveness Measurement

Measure what your program achieves

RP 1162 calls for periodic evaluation of program effectiveness. We offer several survey methods and help you choose the one that fits each program.

  • Business Reply Card

A postage-paid card that travels with your mailing.

  • Phone Survey

    Direct conversations with stakeholders.

  • Field-Level Survey

In-person responses gathered along the line.

  • Online Survey

Stakeholders answer online in a few minutes.

06 Documentation

Your program, documented and searchable

Two Enertech platforms turn program data into records you can see, search, and share.

Xchange

Xchange gives you a clear, visual picture of your stakeholder audience, so you can make better decisions about identification, geographic outreach, and spatial accuracy.

Recreated Xchange map: a pipeline and its corridor crossing a subdivision, with a point for every home, business, and landowner inside the corridor. The demo searches for a stakeholder, zooms to it, and opens its record.

  • Every audience on its own map layer, over aerial imagery with parcels, pipeline, and corridor
  • Click any point for the full stakeholder and parcel record
  • Search stakeholders and jump straight to them on the map
  • Export search results, print maps, and keep program documents in one place

Ensights

Ensights puts your program results in one dashboard. Filter by program, pipeline, state, county, or audience to see who was identified and mailed, how stakeholders answered each survey question, and which mail pieces came back.

Recreated Ensights dashboard comparing a 2025 and a 2024 program. It cycles through three views: totals identified and mailed with the buffer used for each audience, survey answers question by question, and returned mail with a 99.92% delivery rate.

  • Totals by program, audience, and pipeline, with the buffer used for each audience
  • Survey results, question by question
  • Returned-mail tracking with delivery rate and return reasons
  • Side-by-side program comparison and a document library for every program
